In 2012 the U.S. Equal Employment Opportunity Commission issued a Strategic Enforcement Plan (SEP) which is designed to establish substantive area of priorities.

The substantive areas of priority in the 2017-2021 plan are meant to protect populations that have been historically underserved or underprepared to deal with potential equal employment violations. The SEP has specifically identified African Americans, Latinos, pregnant women, LGBT persons, and disabled persons. The SEP specifically targets enforcement to assist these groups from barriers in hiring, for example, discriminatory entrance tests or birth date questionnaires targeted at determining an applicant’s age. In 2015, 30% of all charges filed with the EEOC alleged harassment.
